IHDUPPUBLISHER, Multiple Publishers cannot share the same Name or ID

InfoHub Error: This error occurs when configuration processing detects an attempt to map multiple PublisherIDs to one Name.

Action: Ensure that an InfoDict domain exists for a PublisherName and only one Publisher maps to one PublisherName.
